Bihar’s Technology Landscape is Evolving
In an inspiring address at the 10th Foundation Day celebration of IIT Patna’s Incubation Centre, Bihar’s Information Technology Minister Shreyasi Singh highlighted the immense potential of the state’s youth in the technology sector. Emphasizing a shift in perception, she noted that Bihar is now recognized not just for producing IAS and IPS officers, but also for fostering innovation among its young populace.
MoUs to Foster Collaboration
During the event, two significant Memorandums of Understanding (MoUs) were signed between the IIT Patna Incubation Centre and renowned institutions, AIIMS Patna and JHPIEGO. These partnerships are aimed at leveraging biomedical and healthcare technology innovations in Bihar, further extending the reach of the state’s tech ecosystem.
Building a Thriving Startup Ecosystem
Minister Singh elaborated on the Bihar government’s commitment to creating a robust startup and technological innovation ecosystem within the state. She expressed that initiatives are underway not only to promote entrepreneurship but also to provide startups with essential infrastructure and comprehensive support, catering from the idea stage to product delivery.
Infrastructure Development Initiatives
Highlighting various infrastructure developments, Singh mentioned the establishment of state-of-the-art startup workspace facilities at Biscomaun Tower in Patna, which offer ‘plug-and-play’ IT infrastructure for aspiring entrepreneurs. This initiative allows startups to utilize these advanced facilities free for up to one year.
Expanding Technological Facilities
The Minister also pointed towards the development of Software Technology Parks in Darbhanga and Bhagalpur, intended to provide a conducive environment for tech-related ventures. These efforts reflect the government’s dedication to bring technological advancements to the grassroots level, enabling more youth to engage in tech-driven solutions.

In her address, Singh encouraged young innovators and entrepreneurs to aim high and be bold in their innovation efforts. She urged them to tackle real technological challenges faced by society, reinforcing the idea that resilience is key to success in any field.

Looking ahead, Minister Singh announced plans for a research park at IIT Patna, which will serve as a hub for cutting-edge research and innovation. Addressing the gathering, IIT Patna Director Prof. T.N. Singh spoke about the collaboration between four engineering colleges in the state and IIT Patna in managing incubation centres. This initiative aims to strengthen the technological foundation of the state and pave the way for emerging startups.
